Authorizing the revision of lines and grades on a portion of City Plan Nos. 196, 197, and 305 by relocating the southwesterly curbline of Allegheny Avenue, from a point approximately two-hundred feet southeast of Richmond Street to Delaware Avenue, ten feet northeastwardly, thereby increasing the width of the southwesterly footway area of said Allegheny Avenue; closing Allegheny Avenue, southeast of Delaware Avenue, to vehicular traffic; and relocating the southeasterly curbline of Delaware Avenue, from Allegheny Avenue to Lewis Street, varying distances northwestwardly, thereby increasing the
