Transmitting a bill authorizing the Concession Agreement regarding the Lloyd Hall Café, dated January 7, 2011, between the City of Philadelphia and Cosmic Catering, LLC, to have an "Initial Term" of five years and a "Renewal Term" of five years, subject to certain provisions, accompanied by an explanatory letter from the Department of Parks and Recreation.
