Amending Chapter 10-700 of The Philadelphia Code, entitled "Refuse and Littering," by amending Section 10-726, entitled "Disposal of Curbside Refuse, Rubbish, Garbage and Recyclable Materials," by providing for allowable times during which certain persons may set out refuse for City collection and amending Section 10-701, by adding definitions, all under certain terms and conditions.
