Re: Stadium transactions - Additional Legislation
I am pleased to transmit herewith two proposed Ordinances authorizing the execution and delivery of (a) certain amendments to existing agreements affecting parking operations at the Sports Complex by The City of Philadelphia and Philadelphia Authority for Industrial Development, and (b) the grant of certain options and restrictive covenants to the Commonwealth of Pennsylvania, each in connection with the expansion of the Sports Complex and the development of a new ballpark for the Phillies and a new football stadium for the Eagles.
Passage of this Ordinance will complete the legislation required to make possible the development of new, modern, high-quality facilities for the Phillies and the Eagles. Among, other things, these Ordinances (a) make amendments and other changes to existing agreements with Spectrum Arenma Limited Partnership, a Pennsylvania limited partnership and affiliate of Comcast-Spectacor, concerning the redevelopment and operation on a coordinated basis of the parking lots forming part of the expanded Sports Complex; and (b) grant certain options and restrictive convenants to the Commonwealth's grants for these projects, and in part, by the Governor in connection with these grants. These ordinances do not, however, alter the City's financial undertakings as approved by City Council last December, nor do they make any changes to the agreements among the teams, the public and the affected neighborhood groups.
The proposed Ordinances have been approved as to form as indicated in the attached letters from the City Solicitor's office. As a courtesy, I have also enclosed a copy of the Ordinances on computer diskette.
I respectfully request you r favorable consideration of these proposed Ordinances and their transmittal to City Council for introduction at the earliest possible date.
