TO THE PRESIDENT AND MEMBERS OF THE
COUNCIL OF THE CITY OF PHILADELPHIA:

For the reasons set forth below, I hereby return to your Honorable Body as disapproved Bill No. 130770, which passed on November 21, 2013.
