Transmitting a resolution proposing an amendement to the Philadelphia Home Rule Charter to create the Department of Aviation and to transfer the functions of certain City agencies with respect to the expansion, maintenance and operation of City airports to the Departments of Aviation, and providing for the submission of the amendment to the electors of Philadelphia.
