Transmitting a bill approving the ninth amendment of the redevelopment proposal for the Market Street East Urban Renewal Area, including the second amendment to the urban renewal plan, which provides, inter alia, for the rehabilitation of the Gallery at Market East as a first class mixed use retail center, accompanied by an explanatory letter from the Executive Director of the Philadelphia Redevelopment Authority.
