Authorizing the revision of lines and grades on a portion of City Plan No. 253 by striking from the City Plan and vacating Kerper Place from Kerper Street to its terminus as a cul-de-sac turnaround northeastwardly therefrom, striking from the City Plan and vacating Kerper Street from a point approximately two-hundred fifty-two feet northwest of Oakley Street to its terminus as a cul-de-sac turnaround northwestwardly therefrom, placing on the City Plan a cul-de-sac turnaround at the resultant terminus of Kerper Street, and reserving and placing on the City Plan a fifty feet wide right-of-way fo
