Amending Chapter 12-2400 of The Philadelphia Code, entitled "Towing and Immobilizing of Parked or Abandoned Vehicles," and Chapter 12-2700, entitled "Permit Parking Districts", by adding new temporary parking permit provisions, penalties, and violations; all under certain terms and conditions.
