Transmitting a bill authorizing the Director of the Free Library of Philadelphia and the Commissioner of Public Property, on behalf of the City of Philadelphia, to enter into a sublease with the Philadelphia Authority for Industrial Development ("PAID"), tenant under a master lease with the landlord, for space in the building located at 1500 Spring Garden Street, Philadelphia, to house the Library for the Blind and Physically Handicapped, under certain terms and conditions.
