TO THE PRESIDENT AND MEMBERS OF THE COUNCIL OF THE CITY OF PHILADELPHIA:

I am hereby returning without my signature Bill No. 180504, which was passed by Council at its session on October 4, 2018. This bill would authorize the Director of Finance to provide funding to help offset the cost of insurance premiums for qualified Registered Community Organizations (RCO). Over the past several months, my administration has engaged with City Council around the topic ofRCO Reform. There are many incredible, professional, and well run RCOs throughout the City of Philadelphia, but
