TO THE PRESIDENT AND MEMBERS OF THE
COUNCIL OF THE CITY OF PHILADELPHIA:
I am hereby returning without my signature Bill No. 200019, which was passed by Council at its session on March 5, 2020. This bill was reviewed by the Philadelphia City Planning Commission (“PCPC”), whose recommendation was not for approval. Upon its review, the PCPC determined that the bill creates different standards for base zoning districts exclusive to one councilmanic district and is therefore contrary to the goal of the Zoning Code Commission to have a uniform zoning code for all of Philadelp
